This PR adds conversion of resources and parameters to starlark.Value type to handle e.g. large integers. Also adds starlib support. This is implemented by code imported from https://github.com/GoogleContainerTools/kpt-functions-catalog/blob/set-enforcement-action/v0.1/functions/go/starlark/third_party/sigs.k8s.io/kustomize/kyaml/fn/runtime/starlark
