Disable `DEBUG` for tests (it's not good to run tests on __debug__ build), encapsulate things, needed by tests (like DB resetting shield) to another `TESTING` env variable.
Achive containger building
Now it is possible to run simple tcp services from generic docker-composes
Implemented with pushing special sha256-hexdigest of input context tag and checking for tag existance.
