PUBLIC-2035 Update spec.json to point to release for taxonomy_re_api

Description of PR purpose/changes

• Force usage of released taxonomy_re_api client, rather than the "dev" version, which is bad practice for released apps.
• List any dependencies that are required for this change: Promotion of taxonomy_re_api to release
• If we like the addition of replacing the broken linter with a random linter linked here, Getting Broken Pipe error while running "grantmcconnaughey/lintly-flake8-github-action@v1.0" grantmcconnaughey/lintly-flake8-github-action#17, we can keep it and add it to changelogs
