kip-279: Define blob base fee as a multiple of base fee

• Adapt EIP-7918 rule to KIP-279's configuration. blobBaseFee = baseFee * 8.
• Simplify blob base fee rationale
• Add eth_blobBaseFee API
• Update eth_feeHistory API
