In Python 3, ConfigParser has been renamed to configparser for PEP 8 compliance filter() in Python 3 does not return a list, but a iterable filter object.
pdflatex is in most usecases the best solution
use the original expression for the alt tag
revert to using the simple expression for ids
new mode to export the dvi as svg
adjusts tests for new svg mode

combine _latex_to_png_base64 and _latex_to_svg_base64 to _latex_to_base64 also changes tests config file to use svg rendering and updated links in the README

I made this years ago and never made a pr, since the project seemed inactive at the time, but since then PRs have been merged and maybe there is interest in this.
By default this will produce svgs, but you can set the config to produce pngs, like this:
[general] mode = pngShould even be backwards compatible with an existing cache
