Introduces terranix to deploy the infrastructure declaratively.

• Initial terranix configuration that creates an EC2 instance and its support infra to enable SSH
• Provision an S3 bucket and allow EC2 to read/write to the bucket (via terranix, of course)
  • Restrict the ec2 permissions on the s3 policy (right now the instance has rights to perform any action on the bucket)
• Deploy nixosConfigurations.chutney and verify that the cache works
  • Document deploy command
• Document flaky just destroy-all
• Document how to generate .terraform.lock.hcl.
• @srid to review before merge

I was beginning to add changes that aren’t essential for MVP — complecting. Reverted and created #3 (and many more) to tackle it out of this PR.
