Fixes INNGEST_DEV parsing so 'false/0' no longer disables signature checks. Enforces signature verification only for PUT/POST and returns 401 on invalid signatures, with a future-timestamp guard. Pins the .NET SDK via global.json, cleans remaining build warnings, and aligns CI to net9. Removes user IDE settings from the repo and ignores them going forward.
