Support CLI mode alongside Streamlit UI

Summary

• generate a template nocommit_minio.json in apps/minio/scan when the file is missing so users can fill in their MinIO credentials
• continue to show the required configuration fields in both the Streamlit UI and logs while notifying where the template was created
• detect when the script is launched with Streamlit versus directly and run the matching UI or CLI workflow, including package/connection reporting
