This PR builds 2022 and 2025 Windows images from a Windows Server Core 2025 agent.

Fails with hcs::CreateComputeSystem 0466d4547e2e347292e32dbeb3f6592444418e303b6e1046ebf15f8221d571be: Incorrect function., still the same random error message :'(
