Allowing the user to specify how they want permissions to be applied. They can chose to only add new permissions or start with a blank slate.

In this case, the admin_key is probably irrelevant, because there isn't a single item that we're editing that we need to grab the object for.

The admin_key was left over from code copied from form_permissions.html, but it’s no longer needed since we’re dealing with multiple form id’s.
