JecsTools for RImWorld 1.4.x-unstable

This is a work in progress release for the RimWorld 1.4 update on the unstable branch.
Untested, yet compiles without red errors on startup for RimWorld 1.4 and gameplay seems to be working as expected. Features will be tested once related mods are updated.

JecsTools 1.3.0.5 - Soak Damage and Pet Grapple Fixes

• Pet grapples will now always succeed to avoid frustration.
• Soak damage's damageTypesToExclude should now be functioning properly.

CompOversizedWeapon Update

Workaround for mod lists that contain other mods with an outdated copy of CompOversizedWeapon that's loaded before ours. -lbmaian
