motion.c provides two message paths. RTAPI_MSG_ERROR messages are handled separately and presented to the user, while other message levels are printed only to the terminal for information/debugging. RTAPI_MSG_ERROR messages were taking both paths, resulting in the same error being printed to the terminal twice (in addition to being presented to the user). Since the RTAPI_MSG_ERROR path already provides terminal output, routing those messages through both paths is unnecessary.
Ensure buffer indices wrap at BUFFERSIZE - 1 and prevent invalid reads at index -1.
When in Mode 2, if halui.machine.is-on and halui.program.is-idle are True, allow plasmac.led-up/led-down outputs to reflect plasmac.move-up/move-down inputs. This enables testing without cutting material.
Also reduces the number of decimal places in the low_cut_volts error message.

Previously searching for "[DISPLAY]" instead of "DISPLAY" would return "None" and re-set the default value instead of the INI file's value.
