the Unicode box-drawing characters (╔═╗║╚╝) in termniial OP were causing issues with Windows' default cp1252 codec
Fix applied to .github/workflows/release.yml:54-57 - added PYTHONIOENCODING=utf-8 environment variable to force UTF-8 encoding on Windows
