This submission adds Ansible playbooks to install Rust development tools (rustfmt, clippy, and rust-analyzer). It includes a new prerequisite playbook for rustup, updates the package generator, creates a grouping playbook for the new tools, and integrates them into the main setup process.

- Add RustupComponentMethod for installing Rust components (clippy,
  rustfmt, rust-analyzer) via rustup on Debian-like systems and Termux
- Add `rustup update` to ensure.sh with 24-hour caching to centralize
  toolchain upgrades (similar to brew/nala/pkg upgrade)
- Update README.org to document that Homebrew is the most preferred
  installation method on macOS for system-level packages
- Playbooks now only check if components are installed, upgrades are
  handled by ensure.sh
