Fix admin smoke workflow resolution

Summary

• replace the invalid secret fallback expressions with shell-based admin key resolution
• keep the warning behavior when no admin smoke secret is present
• restore Fly workflow parsing on main after Add admin smoke secret fallbacks #21 introduced a workflow-file failure

Testing

• reviewed workflow diff locally
• verified the previous failure was workflow-parse related in GitHub Actions
