This PR adds support for Elixir 1.14 by lowering the minimum required version from 1.15 to 1.14, allowing older applications to use this library. The version is bumped from 0.1.2 to 0.1.3.
- Lower minimum Elixir version requirement from ~> 1.15 to ~> 1.14

There are apps still on the very old elixir 1.14 that could use this library. There is no functional reason it cannot be supported.
