Replaced pycocotools with pycocotools-windows

Pycocotools is only for linux, I have included pycocotools-windows which is for windows and detectron2 can be built easily with that

Sorry for replying so late, I set notification wrongly and I didn’t notice your pull-request.
pycocotools is not only for Linux since 2.0.2, which was released in Aug 29, 2020.

It contains changes should be made to compile on windows. The extra_compile_args in setup.py
