What does this PR do?

Creates a GET order by id endpoint

Description of Task to be completed?

• Add view function to pass requested order_id to the models
• loop through orders list from the database and return parcel that matches the submitted id

The GET order by id endpoint returns a response only if the order exists in the database, otherwise it throws an error
