What do you think about using CONST instead of const?

I could do that. Is there any reason for that? I'm guessing it has to do
with the kookyness of C? Or is it just like the "L" in "LPRECT" (just
vestigial)?

Sidenote: I had wanted to use last-level value const, but apparently that's
a C++ only thing. Surprising, but makes sense in retrospect.
