Undo Fuckery

1. The server is slammed, I think we may need to reboot it. The Mysql instance was totally broken, so I did some super cowboy shit to get SQLite "running" in production without access to SSH or forge. The site is currenly SUPER slow, but does function especially by SMS. I think deployments are broken right now and I don't exactly know why because I can't see deployment logs
2. This PR will revert my fuckery when the the server is working again: Undo Fuckery #47.
3. I built a system for some water volunteers to use to manage refilling water barrels throughout the city, which is currently at /water. Eventually this will be an authenticated view, but they really want to start using it ASAP, so it's up there now. They have a meeting at 9am and I would LOVE to be able to tell them it's working then, but if that's impossible I understand.
