boilerplate for enabling packaging using coq_makefile

This structure is what MathComp and fourcolor uses, see here for the idea of how these packages work (basically make -C <...>).

Note that Dune builds are orthogonal and will continue to work. But packaging should be stable when only using coq_makefile.
