Using in the license req config now switches to whitelist mode.
Also, I included a new flag called includeOnlyLikedInReport, which defaults to true and only kicks in if there's in the config. The reason for this is when producing reports for different audiences, they really only want to see the licenses they have approved. So with this you can produce license reports without getting an "I didn't approve the XYZ license" back :-)
Does this make sense?
