Bug fixes on manage-version

PR includes fixes for below issues :

1. NV order in table (NV with latest changeset should be on top in table)
2. Reload subrows in nv table on create version (previously need manual refresh)
3. Date format should be MMM DD, YYYY (fixes for table and version modal )

And other issues with v1.3.0

4. On create named version from Changes tables , it is expected to switch to Named Version table but currently it retains in Changes table and showing spinner.
   When Version table row is expanded and we switch to Changes table and then come back to Version table , the expanded rows are not collapsed.
   It results in displaying skeleton in the cell when rows are expanded and attempting to create a version from the Changes table and back to version table.

5. In create/update version modal, input in description textarea , focuses name field input after first input character.

@raplemie @veekeys creating this PR to merge changes in Raphael's branch "raplemie/iuiReadmes" that will be the next iTwinUI V3 branch to fix issues in manage version. It has fixes for defects in v1.2.0 and 1.3.0 mentioned in description.
