Fixed local PCS frontend development against pcs-api bootWithCCD to use the standard OIDC flow with the fixed IDAM simulator, applying insecure OIDC discovery for http://localhost issuers.
Also fixes an existing OIDC redirect race condition by persisting session values before redirecting to IDAM; previously this was initiated async at the same time as the redirect.
