Change description

• Transformation payload method added for the Fines SA Resolver query. Specifically the individual payload only as that is the only one that has a date value which needs to be transformed from dd/MM/yyyy to yyyy-MM-dd
• Added a new vitest.explorer to extensions.json which helps to debug tests locally
• Test configuration changes to accomodate the above new extension

Testing done

• Tested locally and can successfully search for an account with last name and date of birth
• Unit tests with 100% coverage
