Inclusion of GOV.UK Frontend v6.0.0 and MOJ Frontend v9.0.0

Change description

Analysis of what changes are required to update the DARTS FE to meet the new gov toolkit:

Inclusion of GOV.UK Frontend v6.0.0 and MOJ Frontend v9.0.0
Styling changes around notification badge elements, and inclusion of MOJ Frontend into API Stub Login page, and Azure AD B2C page

Updated in accordance with DMP-5460
New Azure Container Registry referenced
Remove padding-right: 4px because it adds extra right to the tab items with notification badges

Make the footer match the previous colour
Turquoise deprecated in favour of teal
Also removed temporary footer colouring as #f3f2f1 also deprecated
