Add new dist target for jammy to prep for noble migration
For more context: We're currently pushing up log-shuttle packages to packagecloud for focal and noble. As part of the noble migration, we are migrating runtimes to jammy first which requires the
log-shuttlepackage, so this PR adds Jammy to the matrix
