Stop infinite exceptions when using ActiveURL on an exception handler template

Basically if you had a 500 error and you had a custom 500 error page which used ActiveURL you'd get the following:

And it would go on until it reached about 10 exceptions and would bail. This fix should prevent that from happening

Build passed on everything but Python 3.3 due to wheel requires Python '>=2.7, !=3.0.*, !=3.1.*, !=3.2.*, !=3.3.*' but the running Python is 3.3.6
