前提
Respo全体にタイムゾーンの適用を進めるに当たって、
dayjs(null).tz()をしたときに Dayjs オブジェクトではなく Invalid time Rangeエラーが発生してしまうので対応を進めたい3年前に 本家に issue が出ているが解決されていないので、forkしてあるこちらのリポジトリに対応を加えようと考えている
