This PR translates key documentation to English (original Chinese preserved with suffix), adds CONTRIBUTING, CODE_OF_CONDUCT, LICENSE (MIT), CHANGELOG, and a GitHub Actions workflow that runs against . Also adds and a basic PR/issue template.\n\nPlease review documentation text and contract thresholds. CI will upload validation report as an artifact.
