refactor(ui): replace dynamic component invocations with explicit conditionals

Description

Phase 0.10 of the Ember upgrade plan — remove Embroider-incompatible patterns:

• Replace {{component (concat ...)}} in app-breadcrumbs and job-editor with explicit {{#if (eq ...)}} and angle bracket component invocations
• Replace deprecated <LinkTo @params> with @route/@models in breadcrumbs/default
• Replace (action ...) helper with direct references and {{fn}}
• Remove .firstObject array prototype extension usage
• Replace onchange={{action ...}} with {{on "change" ...}} modifier
• Fix implicit this fallback and unnecessary curly braces in tests
• Modernize run.later import to later in allocation-detail-test
• Update jsconfig.json with proper paths and include/exclude
• Replace broken local:qunitdom script with local:test
