Tighten database contract smoke coverage

Summary

• Replace brittle settings upserts with the seeded-row contract and add coverage for the live settings write path.
• Add a Playwright smoke test that saves and restores Company section settings so missing seeded rows or broken writes fail visibly.
• Tighten CI and docs so they describe the live Supabase contract accurately and do not claim CI can inspect RLS with anon credentials.
