1. Download from here.
2. Unzip
3. Run Strahlengeier.exe.
4. To uninstall, just delete the directory.

This game uses a font Neuropol, but can't embed the font file because of the licensing problem. It can be embedded by downloading and placing under the name img/font.ttf.
