Create Technical Debt Report

[google-labs-jules]

Scanned the repository for technical debt markers (TODO, FIXME, XXX), linting suppressions (noqa, type: ignore, any), and dependency configuration.

Findings include:

• Security TODO in websocket_auth.py regarding project ownership.
• Widespread use of any in frontend canvas components.
• Linter suppressions in backend settings repository.
• Potential dependency version anomalies.

Compiled these findings into TECHNICAL_DEBT.md with prioritized recommendations.
