@twjuliano I did the PR in my own repo area instead of in wrf's develop. I will try fixing that and either resubmit PR or whatever. |

BUGFIX: identical to PR1423, this fixes a factor of 4X too large surface aerosol flux

Problem:
Thanks to Laura Fowler and Mary Barth for finding a mistake. I corrected the mistake in the case when aerosols were not provided by the GOCART monthly climo file. This bug fix resolves when that monthly file is used.
ISSUE: For use when this PR closes an issue.
A separate issue was not created for this item.
