Resolves #399
Creates the submit ratings flow to allow users to rate their classes and add other classes to rate.
How to Test
Click the "Rate my courses" button to open a new tab to rate courses. Needs the firebase backend to run for the metrics to actually be submitted but you can check the console to make sure the payload is correct.
