Use flatbuffers for event serialization to/from network#5

The needed changes are merged into microsoft/vcpkg. microsoft/vcpkg#48891
Also rename generate_flatbuffers cmake target to events and add the sources so that they are associated to the target.
Also get rid of pars.h single include file
