Some tests are failing, but I think this is good enough for now, as it is probably better to iterate and fix minor issues later.

Implements devnet-3 consensus: 5-interval slots (800ms), subnet attestation topics, aggregator role, and safe target from merged aggregated payload pools.
Tested with 5-client devnet achieving justification (slot 12) and finalization (slot 9).
