It is useful to have GetParseTokens to be exposed to gRPC service, and the proto of ParseToken, ParseTokenOptions is essential to build the RPC request for GetParseTokens.
This PR provides a way to implement these proto as well as the RPC service of GetParseTokens.
I understand ZetaSQL does not accept external PR so far, but I hope this may help when this feature is developed internally.
