Your recent changes didn't build on my system with a 4.15.0 kernel.
I did some research and found https://wiki.gentoo.org/wiki/Linux_headers_5.2_porting_notes/SIOCGSTAMP which claims a header include is the only change needed so I reverted the other changes. In particular I couldn't make sense of commit 326df70 "changed SIOCGSTAMP to SIOCSARP".
Please let me know what you think and if you are interested in pull requests or not. The original repository (https://github.com/HubertD/cangaroo) hasn't been touched in 5 years.
