Added tags/tests for python 3.14 and simplified ruff checks

This just adds support for python 3.14 and updates GitHub actions as follows:

• Adds version tags for python 3.14
• Adds python 3.14 to the github actions tests
• Simplifies the ruff github action (it doesn't need to run on every python version)
