This PR fixes issues with the latest
macos-latestrunner in GitHub Actions. This runner recently is showing issues regarding GDAL/PROJ configurations and some R packages.I also added a new check matrix configuration to align the checks with the CRAN requirements. The R-CMD-check action is based on this r-lib example.
