- Consolidate Dockers to one
- We only need the base Docker image if we have issues with using netCDF4 / HDF libraries due to HDF headers not being installed
- Update github actions
- We no longer need to build the docker base image and push to ghcr; instead, we should update this action to validate unit tests upon PR

Got everything running and ready to merge. Waiting until next week for merge to avoid EOD Friday deployment to higher level environments. |
