Orphaned comment block left after removing feature flags

Low Severity

The section header comment # API-driven integration setup pipeline (per-provider rollout) and placeholder # ... on the next line are now orphaned — all the feature flags they described have been removed. These two lines no longer document anything meaningful and add unnecessary noise.
