This PR adds email filtering to the user search bar. Previously there was filtering solely by the phone number. The search filter now supports:

• Filtering by phone number (existing)
• Filtering by email address (new)
• Filtering by both phone and email simultaneously (new)
• The Implementation includes a new email input field in the user search filter container, backend support for the email-based queries, and proper URL parameters handling to support both filters independently or together.

Out of Scope:

• This does not change the existing phone number search functionality
• No changes to user permissions or access control
• No changes to the user creation or editing workflows
