I thought gazebo-tooling/release-tools#1451 would fix the --HEAD flags in macOS CI, but there's still an issue. I'll take look

also I believe the Ubuntu builds are still install jetty packages, but that's fine for now

I temporarily reconfigured the https://build.osrfoundation.org/job/gz_utils-ci-pr_any-homebrew-arm64 job to run against gazebo-tooling/release-tools#1452, to see if that fixes the CI build flags

looks like gazebo-tooling/release-tools#1452 fixes it; I'll approve this once that is merged
