[P1] Remove duplicated EnsureNuGetPackageBuildImports target
The project file now includes two identical <Import>/<Target Name="EnsureNuGetPackageBuildImports"> blocks. MSBuild does not allow a target to be declared twice in one project and will fail with MSB4006 (“Target … has already been defined”), so the add‑in cannot build until one of the duplicate blocks is removed.
