💡 What: Implemented memoization for time-filtered data in the DeckGLMap component.
🎯 Why: The buildLayers method was re-filtering large datasets (earthquakes, flights, etc.) on every render frame (triggered by map movement), causing unnecessary CPU usage.
📊 Impact: Significantly reduces JavaScript execution time during map interactions (pan/zoom) by caching filtered results until data or time range changes.
🔬 Measurement: Verified via code review and type checking. Performance gain is inherent to skipping O(N) filtering loops on every animation frame.

Implements memoization for time-filtered datasets in DeckGLMap to prevent unnecessary array filtering on every render frame (e.g. during map pan/zoom).

- Adds `filterCache` and `memoize` method to `DeckGLMap` class.
- Wraps expensive filtering operations in `buildLayers` with memoization.
- Reduces CPU overhead during map interactions while maintaining data freshness (60s TTL + reference checks).
