Current Status

• Phase 0 complete: product/legal foundation and architecture decisions.
• Phases 1, 3, 4, 5, 6, and 7 implemented and documented.
• Phase 2 is in review for closeout (script-manifest-612, CHAOS-323/324/326/327/328/329/330/331).
• Design and infrastructure modernization backlog remains open (CHAOS-382/384/390/393/394/395/396/397).
• Local development stack: Docker Compose with PostgreSQL, Redis, OpenSearch, MinIO, Redpanda, and Mailpit.
