Automate the process of: 1. Uploading source tarballs internally. 2. Copying build metadata to build-logs 3. Copying debs to securedrop-apt-test Also while we're at it, fix the `make fix` target to reformat before linting, otherwise it'll keep failing on long lines.

Great, simple script to keep the rather tedious process on rails. Nice use of the debian package here.
I haven't tested the script functionally, only provided visual review, but it LGTM!
